In my despatch No. 73 of this series, dated the 15th. ultimo, on the subject of the "Fatshun" affair, I reported that a satisfactory proclamation had been issued by the Viceroy and that negotiations with the Portuguese Consul for a fresh enquiry had commenced.

On December 17th. I telegraphed to you that speakers at a Self Government Society meeting had advocated a general boycott of British steamers and that I had called the Viceroy's attention to the Society's disregard of his orders. I have the honour to enclose copy and translation of this despatch.

This agitation, as I reported to you in my telegram No. 32, culminated on January 1st. in a boycott of the steamer "Fatshan" by emissaries of the Self Government Society.
